THE OPPORTUNITY
TSSA is an organization with a passion for improving public safety in Ontario. TSSA leverages data and machine learning to predict the risk of harm. Resources are focused on reducing this risk to improve public safety. Reporting to the President and CEO and as a member of the executive leadership team, the newly established role of VP Data & Strategic Analytics supports the organization through the development and execution of a data and data analytics strategy aligned to TSSA’s overall vision, mission and strategy. The VP Data & Strategic Analytics will contribute to and support TSSA’s strategic goal of becoming an outcome driven regulator where predictive analytics identify areas for Operations to focus to have the greatest impact on reducing harm and improving public safety in Ontario. The VP, Data & Strategic Analytics will lead and manage a dedicated team of 12-15, all committed to the critical mission of public safety.
THE TASK AT HAND
Key strategic priorities and determinants of success will encompass:
u Improving data governance and reporting
u Accelerating TSSA’s transition to an outcomes-based regulator
u Accelerating TSSA’s digitization strategy (to get all data on the same digital data lake)
u Developing policies and implementing processes that enable the collection and analysis of data for public safety decision-making
u Developing and maintaining the balanced scorecard
The VP, Data & Strategic Analytics will:
u build consensus and gain alignment on the organization’s data and analytics plan while defining the path forward for data collection and analysis capabilities across the ecosystem, including required change management, organizational structure changes and communications strategy
u design, build and drive the overall strategy, governance, methodology, and roadmap for the processes, systems, models, tools and capabilities required to pursue and maintain core data sets, KPIs, metrics, and predictive analysis that will deliver against the organizations’ long-term objectives
u build relationships of credibility and trust internally and externally, including with the TSSA Board of Directors and the Ontario Ministry of Public and Business Delivery
u serve as the organization’s subject-matter expert, leveraging data from various platforms to highlight risks, develop disruptive insights and actionable recommendations
u lead innovation projects specific to data analytics, advanced analytics and the organization’s use of machine learning and artificial intelligence
u define and manage the information system architecture and configuration management processes, including data warehousing and governance
u establish analytical standards and best practices to be leveraged across the organization’s ecosystem
u develop a risk framework and approach that can be used across all 16 technical areas that TSSA regulates
u promote and oversee strategic relationships between data analytics, internal IT resources, and operations to ensure alignment and consistent drive for results
u focus on maximizing the organization’s data and analytics technology and staying abreast of emerging trends and technologies
u build/retain a high-performing accountable team, lead by example as a mentor and coach, collaborate effectively, and demonstrate inclusion and the organization’s values through excellence in employee engagement and employee experience
THE IDEAL CANDIDATE PROFILE WILL ENCOMPASS THE PROFESSIONAL QUALIFICATIONS, EXPERIENCE, COMPETENCIES & ATTRIBUTES
u A proven strategic and inspirational senior executive with expertise in leading and executing a comprehensive data governance program and ensuring effective and timely delivery within a dynamic and complex operating environment
u Progressively more responsible and accountable experience in data science, business intelligence or data engineering with demonstrated strategic impact at a senior executive level and of scope and scale
u Well-developed acumen respecting the design and delivery of analytical methodologies and advanced data techniques, including advanced qualitative and quantitative data mining, complex predictive modelling, and other pattern detection methods
u Expertise in translating data into actionable insights that help define strategic direction, provide clear insights and inform outcomes
u A strong problem solver with experience building technical strategies and understanding technical trade-offs and risk
u Ability to develop ways of working and drive decision-making across multiple teams and with clear, consistent communication
u Ability to lead buy-in and acceptance of large change supported by new technology
u Deep commitment to reconciliation, equity, accessibility, human rights and inclusion
u Practical and pragmatic in style and approach
u Demonstrated ability to build and garner credibility and respect with multiple stakeholders quickly
u Self-directed with strong critical thinking skills and results orientation
u University degree in a technical field (i.e., Computer Science, Engineering, Math, Epidemiology, etc.) or equivalent
u Experience in a not-for-profit, regulatory or public safety organization is an asset
